About Dennis

Dennis Chapman has over 35 years of experience in program/project management, business, and systems management with government and industry. Retired from the U.S. Department of Defense (DoD), he has been performing program/project management consulting services in all phases of project management over the last 10 years. He was formerly the Deputy Director of the Defense Contract Management Agency (DCMA) Earned Value Management (EVM) Center, responsible for oversight of Industry EVM System validation, compliance review execution, and surveillance in the U.S. and Europe.  Dennis also served as the Naval Air Systems Command (NAVAIR) Program Management Executive for Operations where he managed a nation-wide program management competency of over 500 people and provided program management training, tools, policy, and processes for the Command. Dennis is a graduate of the University of Maryland U.C. with a degree in Business and Management/Information Systems Management and has DAWIA Level III certifications in Program Management and Business & Financial Management.

Dennis is a former EVMS Compliance Review Director with DCMA and NAVAIR.  He has led and participated in Government and Industry efforts with the development, implementation, operation, oversight, and advancement of program/project management and EVMS in the United States and Europe.

Dennis led the successful implementation of an EVMS at the Naval Air Warfare Center, Weapons Division, Pt. Mugu, for the F-14 Weapons System Support Activity which resulted in the first EVMS validation of a Government R&D facility. He was a key member in major EVMS validation reviews and numerous Integrated Baseline Reviews supporting a variety of DoD programs. Dennis has served on special assignments as the Program/Project Management and EVMS subject matter expert supporting the NAVAIR Enterprise Resource Planning (ERP) program. Dennis was selected as the Program Management Executive for Operations at NAVAIR where he managed a nationwide program management competency that developed, interpreted, and deployed acquisition/life cycle management policy, processes, tools, templates and best practices for use by programs supporting current and future readiness needs of the Naval Aviation Enterprise. Dennis also provided consulting to the Navy ERP program in the area of Program/Project Management, EVM, and scheduling. Dennis was selected by the Assistant Secretary of the Navy RDA as the subject matter expert for program management and EVM to review the VH-71 Presidential Helicopter Program as part of the Secretary of the Navy Program Assessment Team.

Dennis also held the position of Deputy Director in the Integrated Program Management Division at NAVAIR managing the division’s EVM and scheduling support throughout the Command.  As the NAVAIR EVM Focal Point for government activities, Dennis promoted and enhanced disciplined project management throughout NAVAIR sites contributing proactively to the revitalization, development, and implementation of NAVAIR's EVM government site policy and processes.

Dennis held various program and staff positions with the DoD providing program management, information systems management, business financial management, cost analysis, estimating, and EVM support. He has led or participated in numerous program management & EVMS reviews at DoD contractors and Government In-House activities.   In various technical lead and supervisory positions, he conducted Integrated Baseline Reviews, project performance assessments, evaluated cost & schedule performance, established cost & schedule reporting requirements, ensured compliance with EVMS guidelines, and provided EVMS guidance and training to both Industry and Government functional, program, headquarters, and field offices.
