Hewlett Packard Enterprise and MBO Partners: Engaging independent workers safely and efficiently
01 Introduction
HPE uses MBO Partners as its engagement services provider for independent workers and small businesses. MBO's services include ensuring proper legal classification for HPE-referred independents, onboarding, offering benefits to eligible workers, paying workers on HPE's behalf, and provides white-glove day-to-day support.
All professional internally identified independents (i.e., those not recruited or sourced through a staffing company) must engage through the process below.
02 Independent worker engagement progress
When you identify a new in-scope independent professional for a project, complete this Referral Form. MBO will manage the onboarding process and notify you when the worker is ready to begin the project.
03 Ongoing administration
You'll receive an email notification from MBO each time a worker engaged on your projects submits time, milestones, deliverables, and/or expenses. Follow the instructions in the email to execute the approval.
To avoid payment delays, be sure to approve all submissions as quickly as possible.

05 MBO's engagement services
MBO directs HPE-referred contractors into one of three engagement services depending on their characteristics, expectations, and business qualifications:
- Vendor Services, a business-to-business (1099) engagement service for independent professionals who meet HPE's criteria to engage as qualified vendors. Candidates must meet these HPE criteria and pass a qualification evaluation.
- Business Services, a unique engagement alternative for independent professionals who wish to work as compliant independent business owners (LLCs or corporations) but need assistance meeting and maintaining the appropriate credentials to do so. MBO's experts help independents attain 1099 status rather than being forced to engage through W-2 payrolling.
- Payroll Services, a conventional W-2 payrolling solution for non-employees who are ineligible for Vendor Services or Business Services due to their requirements, expectations, status as independent businesses, or regulatory requirements.
06 Talent sourcing support
HPE's dedicated Independent Talent Network (ITN) Team Manager will work with you to attract and hire from the pool of 130,000 Talent inside of MBO's marketplace. This Fortune 500-proven Talent exists across 18 skill domains and over 112 specialties, including cyber security, network engineering, finance/accounting, software programming, and business transformation. Note that a small sourcing fee applies for successful placements (15%), which is in addition to MBO's standard engagement service fees. This combined fee is still a fraction of the cost of working with traditional staffing suppliers.
Sourcing process: When you need MBO's help finding a contractor for a role, simply complete this form to start the process and your ITN Team Manager will follow up to finalize the details of the role after approvals are complete.
We can begin the process of recruiting, screening, and submitting vetted Talent for your review afterward. For most roles, MBO's ITN team can deliver high-quality talent in 72 hours or less. You simply select the candidate which best matches your needs and we will then initiate our standard onboarding process.
